This writ petitioner filed this Writ Petition for issuance of Writ of Mandamus, directing the respondents herein to grant permission and to provide police protection to conduct the Bullock Cart Race at Singampunari to Thiruppathur, on 22.10.2023 at about 06.00 AM to 11.00 AM by considering the petitioners representation dated 04.10.2023.
2. Mr.R.M.Anbunithi, learned Additional Public Prosecutor takes notice for the respondents.
3.Heard both sides.
4. The learned counsel appearing for the writ petitioner submitted that they are proposed to to conduct the Bullock Cart Race at Singampunari to Thiruppathur, on 22.10.2023 at about 06.00 AM to 11.00 AM. Seeking permission and police protection for the same, the petitioner has sent a representation to the second respondent on 04.10.2023. So far it was not considered by them. Hence, the petitioner has come forward with this petition.

5.The learned Additional Public Prosecutor would submit that the proposed road belongs to the Highway Authority. Therefore, proper permission must be obtained from the concerned Authority. Then only, the above said representation can be considered by the second respondent.
6.Let the petitioner get proper permission from the concerned department. Thereafter, he shall make fresh representation. So that they can consider the same on their own merits and in accordance with law. 7.With the above said directions, this writ petition stands disposed of.
