The writ petitioner filed this Writ Petition seeking for issuance of a Writ of Mandamus, directing the respondents Nos.3 to 5 to grant permission to the petitioner to conduct the Devar Jeyanthi festival on 30.10.2023 from 06.00 a.m., to 07.00 p.m. with light and sound at the vacant land belongs to the Devar Sangam situated in Survey No.115/29, M.Kumarasakkanapuram Village, Vilathikulam Taluk, Thoothukudi District.
2. Mr.R.M.Anbunithi, learned Additional Public Prosecutor, takes notice for the respondents. By consent, this writ petition is taken up for final disposal at the admission stage itself. 2/6

The learned counsel appearing for the writ petitioner submitted that Devar Jeyanthi function is going to be held on 30.10.2023 in vacant land belongs to the Devar Sangam situated in Survey No.115/29, M.Kumarasakkanapuram Village, Vilathikulam Taluk, Thoothukudi District, for which, they sought permission of the Police by giving a representation through post dated 30.09.2023 as well as in person on 25.09.2023. But, the respondents have not considered the said representation. Since no order was passed, the writ petitioner has come before this Court for the above said relief.
4. The learned Additional Public Prosecutor appearing for the respondents would submit that the above said representation made by the petitioner is pending and he has no objection to consider the above said representation.
5. I have considered the submission of the learned counsel appearing for the writ petitioner and the learned Additional Public Prosecutor appearing for the respondents.

6. The fifth respondent is hereby directed to consider the representation of the writ petitioner, dated 30.09.2023 and pass suitable orders based on the detailed circular and guidelines issued by the Director General of Police within the time stipulated as per rules
