Heard the learned counsel on either side.

2.The second respondent is directed to consider the petitioner's representation dated 05.07.2021 addressed to the first respondent and pass order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The petitioner is also called upon to enclose a copy of the said representation along with this order copy. I make it clear that I have not gone into the merits of the matter. It is open to the second respondent to pass order one way or the other. 2/4
