Prayer: Writ petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the fourth respondent to return back the amount of Rs. 6,00,000/- paid as EMD and Additional amount which was produced by way produced by way of a Demand Draft obtained from CSB Bank, Marthandam Branch in No. "525337" dated 18.05.2023 infavour of the Executive Officer, Kaliyakavilai Town Panchayat, Kanyakumari District for participation of the Tender Notice issued in Na.Ka.No.218/2023/A2 dated 18.05.2023 within a time stipulated by this Court.
