This writ petition has been filed for issuance of Writ of Mandamus, directing the respondents 2 and 3 to issue No Objection Certificate to the petitioner by considering the petitioner's representation dated 29.09.2023 and 04.10.2023 to enable the petitioner to submit Fire Arm Training Certificate before the first respondent as prescribed under Form S-1 and consequently, direct the 1st respondent to grant Arms License (Pistol) to the petitioner for his personal protection in accordance with the Section 3(v) of the SC/ST (Prevention of Atrocities) Rules, 1995 and the Arms Act, 1959 and the Arms Rules 2016, based on the application of the petitioner dated 14.09.2023. 2.Heard the learned counsel for the petitioner and the learned Additional Public Prosecutor, who appearing for the State. 2/5

3.The learned Additional Public Prosecutor would submit that fearing life threat from some unknown persons, the petitioner has made representation seeking No Objection Certificate from the second respondent. The competent authority is the first respondent. If made appropriate petition before the first respondent, it will be considered. Without approaching the first respondent, he has made this application. 4.In view of the submission made by the learned Additional Public Prosecutor this writ petition stands disposed of, with a direction to the petitioner to approach the first respondent herein with proper representation. No costs.
