Respondents PRAYER: Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Mandamus, directing the respondents 1 to 3 herein to approve forthwith the service of the petitioner as Assistant Professor in the Department of Sociology during the period from 30.10.2005 to 19.07.2006 and disburse the grant-in-aid towards his salary and other attendant benefits for the said period in the light of the order passed by the second respondent Director vide his proceedings in Na.Ka.No.30199/F2/2019 dated 29.08.2019 and proceedings in Na.Ka.No.48711/F2/2018 dated 15.10.2019. ORDER

By consent of both parties, this writ petition is taken up for final disposal at the stage of admission itself. 2.The limited prayer sought for in the present writ petition is for a direction to the respondents 1 to 3 to consider the approval for the period from 30.10.2005 to 19.07.2006, which according to the petitioner has been favorably recommended by the Director of Collegiate Education on 15.10.2019. In this connection, the petitioner has made a representation on 30.10.2019, which is said to be pending before the first respondent.

3.In my view, it would be appropriate to direct the first respondent herein to consider the petitioner's representation dated 30.09.2019 instead of stepping into shoes to the respondents, considering the prayer sought for in this writ petition.

4. In view of the above observations, there shall be a direction to the first respondent herein to consider the petitioner's representation dated 30.09.2019 on its own merits and pass appropriate orders within a period of twelve (12) weeks from the date of receipt of a copy of this order. It is made clear that this Court has not expressed any of its view with regard to the claim made by the petitioner in his representation and it is for the first respondent to consider it in accordance with law.

5. With the above directions, this Writ Petition is disposed of. No costs.
