9.The Commissioner of Police, Trichy : Respondents (*R8 and R9 are suo motu impleaded by this Court vide order dated 01.12.2022) PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the Respondents to give permission and protection to the petitioner/party members to conduct one day fasting protest on 03.12.2022 timing from 10 am to 5 pm in places mentioned in the petitions by considering the petitioner's representation, dated 18.11.2022, for the purpose to make awareness to general public regarding impact of illicit drugs and narcotics.

This writ petition had been filed in the nature of Mandamus, 2/6
seeking a direction to theRespondents to give permission and protection to the petitioner/party members to conduct one day fasting protest on 03.12.2022 timing from 10 am to 5 pm in places mentioned in the petitions by considering the petitioner's representation, dated 18.11.2022, for the purpose to make awareness to general public regarding impact of illicit drugs and narcotics.
The learned Counsel appearing for the Petitioner submits that the Petitioner belongs to a political party. They are conducting protest on 03.12.2022 in five districts, in which, already in Madurai permission was granted. Further, she submits that with similar conditions, the Respondents may consider the representation and grant permission for other districts.
3.The learned Government Advocate (Crl.Side) submits that except Trichy, all other districts covered under this petition. The Inspector General of Police, Southern Zone, Tamil Nadu, may be given the discretion to pass appropriate orders as per the circular issued by the Director General of Police, Tamil Nadu. Also, he would request for similar consideration by the Commissioner of Police, Trichy, with regard 3/6
to the protest in Trichy.
4.In the light of the submissions made by the learned Counsel appearing for the Petitioner and the learned Government Advocate (Crl.Side) appearing for the Respondents, the Inspector General of Police, Southern Zone, Tamil Nadu and the Commissioner of Police, Trichy, are suo motu impleaded in this petition as Respondents 8 and 9. The Inspector General of Police, Southern Zone, Tamil Nadu and the Commissioner of Police, Trichy, shall pass appropriate orders regarding the representation of the Petitioner, in the light of the circular issued by the Director General of Police, Tamil Nadu.
5.With the above directions, this writ petition stands disposed of. No costs.
