ORDER

Heard both sides.

2.The impugned order has been passed without putting the petitioner on notice. Hence, it warrants interference. Since only the petitioner has come before this Court, the impugned order is set aside insofar as the petitioner is concerned. The matter is remitted to the file of the third respondent. The writ petitioner and other interested parties will appear before the third respondent on 09.11.2023 at 03.00 pm. After hearing all the interested parties and based on the materials on record, the third respondent will pass a fresh order on merits and in accordance with law. I make it clear that I have not gone into the merits of the matter. 3.This writ petition is allowed on these terms. No costs.
