The order of transfer dated 23.10.2019 transferring the writ petitioner from Vivekanandhapuram Branch to Chettikulam Branch is under challenge in the present writ petition. 2.The petitioner is working as a Conductor in Transport Corporation. The impugned transfer has been issued transferring the writ petitioner within the District and more specifically nearby place. Thus, the administrative transfer would not affect the normal life of the writ petitioner. Administrative transfers are the provocative of the competent authority and an order of transfer can be challenged on limited grounds, if the order of transfer is tainted with mala fide or issued by an incompetent authority, but not otherwise.

W.P.(MD) No.26286 of 2019 3.In the present case, the administrative transfer of transferring the writ petitioner to a nearby place, would not affect the service conditions of the writ petitioner. Transfer being an incidental to service and conditions of service. The petitioner has not established any acceptable grounds for the purpose of interfering with the administrative transfer. 4.Thus, the Writ Petition stands dismissed. No costs. Consequently, connected miscellaneous petition is closed.
