Heard the learned counsel on either side.

2.The petitioner is aggrieved by the drawl of the petition mentioned panel by the second respondent. Aggrieved by the same, the petitioner has filed an appeal before the first respondent. The first respondent is directed to consider the petitioner's appeal dated 20.12.2021 on merits and in accordance with law and pass final order within a period of twelve weeks from the date of receipt of a copy of this order. The first respondent will put the interested persons on notice before passing final order. I make it clear that I have not gone into the merits of the matter. It is open to the first respondent to pass order one way or the other.

3.The writ petition is disposed of accordingly. No costs. Consequently, connected miscellaneous petition is closed.
