This Writ Petition is filed to issue a Writ of Mandamus directing the 4th and 5th Respondents to grant permission and no objection to conduct the Rekla Race and Horse Race by considering the petitioners representation dated 16.10.2023 enabling the 3rd Respondent to grant permission to conduct the Rekla Race event from Anumanthanpatti Village to Chinnamanur Bye Pass Road, Theni District. 2/6

2. Heard both sides.

3. Learned Additional Public Prosecutor submitted that even without mentioning the date, a representation has been made by the petitioner, seeking permission and police protection for the purpose of conducting the Rekla race and Horse race. He further submitted that the petitioner has to approach the Animal Husbandry Department and to obtain order from the concerned Department. No such order has been produced by the petitioner.

4. It is also stated that the National Highways Department has also rejected the petitioner's request, citing the reason that in the Highways, the petitioner cannot be permitted to conduct any race.

5. The petitioner can very well move the Animal Husbandry Department through appropriate request and after getting approval, he can make a fresh representation to the respondent seeking permission, after 30.10.2023.

6. With this direction and liberty, this Writ Petition is disposed of. No costs.
