3. Heard the learned counsel appearing on either side and perused the materials placed before this Court.

Without expressing any opinion on merits of the writ petition, the first respondent is directed to consider and to dispose the petitioner's appeal petition, dated 02.02.2024 and pass orders on merits and in accordance with law, within a period of eight (8) weeks from the date of receipt of a copy of this order.
