But it is not necessary to wait for completion of services. 3.All that the petitioner wants is disposal of the petition mentioned representation. No exception can be taken to the said request. The first respondent is directed to dispose of the representation on merits and in accordance with law and pass final orders within a period of twelve(12) weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the case. All interested parties shall be put on notice. It is open to the first respondent to pass order one way or the other.
