Heard the learned Counsel on either side.

Without going into the merits of the matter, the first respondent is directed to conduct enquiry and pass final order on merits and in accordance with law within a period of six (6) months from the date of receipt of a copy of this order. The first respondent is bound to give notice to all the interested parties. I have not gone into the merits of the matter. It is open to the first respondent to pass order one way or the other.
