Heard both sides.

2. The petitioner seeks free agricultural electricity service connection. But the petitioner has not given an application. Mere submission of the representation will not do.

3. The petitioner is permitted to submit a formal application. It shall be registered. As and when the petitioner's turn comes, he shall be given service connection subject to fulfillment of other usual formalities.
