O R D E R

This writ petitioner filed this Writ Petition seeking for issuance of a Writ of Mandamus, directing the respondents to permit the petitioner to conduct Kabadi Tournament from 17.12.2022 at about 10.00 P.M. to 19.12.2022 at about 10.00 P.M. at Vanniyamman Kovil Jallikattu Ground, Allithurai Village, Trichy District.

2.The learned Additional Public Prosecutor takes notice for the respondents Police. By consent, this writ petition is taken up for final disposal at the admission stage itself.

3.The learned counsel appearing for the petitioner submitted that the petitioner has decided to conduct Kabadi Tournament, which is scheduled to be held at Vanniyamman Kovil Jallikattu Ground, Allithurai Village, Trichy District from 17.12.2022 at about 10.00 P.M. to 19.12.2022 at about 10.00 P.M.. Hence, he sought permission of the police by giving a representation dated 09.12.2022. But, the respondent has not considered the said representation. Since no order was passed, the petitioner has come before this Court for the above said relief. 2/5

4.The learned Additional Public Prosecutor appearing for the respondents would submit that instead of night hours, the petitioner may conduct the kabadi tournament from 17.12.2022 to 19.12.2022 between 7.00 a.m., to 7.00 p.m., only.

5. I have considered the submissions of the learned counsel appearing for the petitioner and the learned Additional Public Prosecutor appearing for the respondent police.

It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai had issued a circular memorandum in Rc. 007301/Genl.I (1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting sports. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the respondent police is hereby directed to consider the representation of the petitioner, dated 09.12.2022 and pass suitable orders based on the above said circular, immediately, on the above said lines.

7. With the above modification and direction, this writ petition is disposed of. No cost.
