This petition is filed to condone the delay of 129 days in filing the above Writ Appeal.

2.Heard the learned counsel for the petitioner, Mr.J.Ashok, learned Additonal Government Pleader for the respondents 1 and 2 and Mr.P.Santhosh Kumar, learned counsel for the third respondent.
