The petitioner ought to have impleaded Thiru.Sivasubramanian whose name is very much figuring in the impugned communication. The writ petition is dismissed for not having impleaded the necessary party. The petitioner is at liberty to file a fresh writ petition on the same cause of action after impleading the said Sivasubramanian. No costs. Consequently, connected miscellaneous petition is closed.
