ORDER

This Writ Petition is filed seeking Mandamus, directing the respondents 1 and 2 to issue Service cum No Objection Certificate to the petitioner to pursue her Ph.D., Course in the 3rd respondent University.

2. Heard the learned counsel on either side and perused the materials available on record.

3. Considering the fact that the petitioner had made a request as early as on 30.06.2025, seeking permission to permit her to undergo higher education in the third respondent university which has been 2/4

followed up by the petitioner's representation on 18.08.2025 and also taking into consideration of the communication of the third respondent, the petitioner had been provisionally registered for the Ph.D., program, there shall be a direction to the second respondent to forward the proposal of the petitioner dated 30.06.2025 to the first respondent within a period of two weeks from the date of receipt of a copy of this order. The first respondent on receipt of such proposal, shall pass appropriate orders on the representation of the petitioner dated 30.06.2025 within a period of two weeks thereafter.
