Heard the learned counsel on either side.

2.The fourth respondent is directed to pass order on the petition mentioned representation on merits and in accordance with law and communicate the same to the petitioner within a period four weeks from the date of receipt of a copy of this order. The fourth respondent shall put the interested persons on notice before passing the final order. I make it clear that I have not gone into the merits of the matter. It is open to the fourth respondent to pass order one way or the other.
