2. Heard the learned counsel for the petitioner and the learned counsel appearing for the respondents 1 to 4.
3. Despite the name of the fifth respondent being printed in the cause list, he has not appeared either in person or through counsel before this Court. Being satisfied with the reasons stated in the accompanying affidavit, the delay of 22 days is condoned and the petition is ordered.
