The learned counsel for the petitioner seeks to withdraw this writ petition. She also circulated a letter to the Registry. 2.The learned Special Government Pleader opposes the withdrawl of the writ petition and wanted this Court to give a decision on merits. 3.When the litigant wants to withdraw his case, he cannot be stopped from doing so. It is however made clear that no liberty has been granted in favour of the writ petitioner to file any fresh writ petition on the same cause of action.
