2. This Writ Petition has been filed seeking a direction to the second respondent to consider the representation of the petitioner dated 01.11.2017 and pass appropriate orders within a time frame.

3. In this Writ Petition, the respondents 1 and 2 have also filed W.M.P.(MD)No.23408 of 2023, seeking leaving to file counter affidavit. In Paragraph No.5 of the affidavit dated 03.11.2023 filed in support of the above Miscellaneous petition, it has been stated as follows:- ''5. I submit that the limited prayer of the Petitioner in the above writ petition is to consider and dispose of his representation dated 01.11.2017, and the same has also been disposed of, there is nothing survives in the above writ petition for further adjudication. Unless the Petitioners / Respondents 1 and 2 are permitted to file counter affidavit in the above mentioned writ petition, they would be put to untold hardship.''
