ORDER

Heard the learned counsel on either side.

2. The second respondent is directed to consider the representation dated 19.10.2016 and pass final order on merits and in accordance with law within a period of four months from the date of receipt of a copy of this order. I have not gone into the merits of the matter. It is open to the second respondent to pass order one way or the other. Interested persons including the private respondents herein shall be put on notice before passing final order.

3. This writ petition is disposed of accordingly. There shall be no order as to costs.
