2.The first respondent is directed to dispose of the petition-mentioned mercy petition dated 16.09.2022 on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. The first respondent shall hear the petitioner before passing final order. It is open to the first respondent to pass order in one way or the other.
