Writ Petition is filed under Article 226 of the Constitution of India, praying this Court to issue a WRIT OF CERTIORARIFIED MANDAMUS, calling for the records pertaining to the impugned order in Na.Ka.No.523/Aa1/08 dated 16-06-2008 passed by the 4th Respondent and quash the same as illegal and consequently direct the 4th Respondent to approve the appointment of J.Arockia Jayaseelan as Library Record Clerk from the date of his initial appointment and pay him all service and monetary benefits within a time frame.
