Contemnors/respondents Prayer: This contempt petition is filed under Section 11 of the Contempt of the Courts Act, 1971 praying to punish the respondents for the deliberate and wilful disobedience of the order dated 08.06.2015 passed by this Court in W.P.(MD) No.9128 of 2015. Writ Petition is filed under Article 226 of the Constitution of India for the issue a Writ of Mandamus, directing the 1st Respondent to grant permission to study Ph.D with full salary and leave for the entire duration of the course in the light of G.O. (Ms) No. 104 Higher Education Department dated 14.03.2011 and by considering the Petitioner's representation dated 16.03.2015 within the period that may be stipulated by this Honourable Court.

2. It is represented by the learned Special Government Pleader that the representation of the petitioner has been considered and his request for granting permission to pursue Ph.D. Study has been rejected. A copy of the proceedings dated 23.11.2016 has been produced before this Court.
