ORDER
This Writ Petition had been filed to quash the impugned proceedings of the fourth respondent Joint Director, dated 07.05.2025, and further direct the respondents herein to approve forthwith the appointment of 6 non-teaching staff (Name List annexed) in the petitioner's college and disburse the grant-in-aid towards their salary and allowances w.e.f., the respective dates of their appointment.
2. Under the impugned order, the proposal sent by the petitioner College in respect of various appointments have been negatived by drawing strength from the Government Order in G.O.Ms.No.219, Higher Education Department, dated 24.10.2016.
3. It is not in disputed that the aforesaid Government Order was subject matter of challenge in W.P.Nos.6679 & 6680 of 2016 in which, by order dated 24.11.2017, this Court had quashed the said Government Order and the same was 2/5
also affirmed by a Division Bench of this Court in W.A.Nos.2096 & 2124 of 2019.

It is further to be noted that similar order was also made by a Division Bench in W.A.No.1704 to 1707 of 2018, which was subject matter of challenge in SLP(Civil) Nos.6573 to 6577 of 2019, which were dismissed by the Hon'ble Apex Court in its order dated 28.01.2022. In view of the same, the G.O.Ms.No. 219, which had been relied upon by the respondent in the impugned order is no more available for the respondent.
5.In such view of the matter, the Writ Petition is allowed and the impugned order is set aside. There shall be a direction to the respondents to approve the appointments of the proposal of the petitioner college, which had been rejected under the impugned order herein. Such exercise shall be made by the respondents, within a period of twelve (12) weeks from the date of receipt of a copy of this order. However, there shall be no order as to costs. Consequently, connected Miscellaneous Petitions are closed. 24.10.2025 Index : Yes / No Internet : Yes / No pbn 3/5
