2. The petitioner has some complaint as against the second respondent. The petitioner has moved the first respondent.

3. It is for the first respondent to dispose of the complaint on merits and in accordance with law. In any event, the petitioner can very well move the jurisdictional consumer forum for relief. Granting liberty to pursue his complaint before the first respondent and to file a complaint before the jurisdictional consumer forum, the writ petition is disposed of.
