ORDER

The petitioner has filed this writ petition challenging the impugned order passed by the 1st respondent in G.O.(D)No.1082 Home(Police VI)Department, dated 22.08.2017, G.O.(2D)No.776 Home(Police VI)Department, dated 20.12.2013, G.O.(2D)No.336 Home (Police VI)Department, dated 29.09.2011 and the 2nd respondent in Rc.No.AP.III(2)/260919/94 dated 24.08.1998 and the 3rd respondent in C.No.B2/Appeal No.38/93 dated .08.1993 and the 4th respondent in P.R.No.96/91 dated 21.08.1992.

2.The petitioner is a retired Sub Inspector of Police. The petitioner, while in service was issued with charge memo under Rule 3(b) of the Tamil Nadu Police Subordinate Services (Discipline and Appeal) Rules, 1955 and he was awarded with the punishment of stoppage of increment for a period of one year without cumulative effect, by an order dated 21.08.1993 in PR.No.96/91. As against the order of punishment, the petitioner has preferred an appeal before the third respondent in the year 1993 and the same was rejected, vide order dated 17.08.1993. Challenging the same, the petitioner has preferred a review petition, after a period of five years, before the second respondent and the same was also rejected in the year 1998.

Thereafter, the petitioner has preferred a mercy petition before the first respondent and the same was also rejected, vide G.O.(2D) No.336, dated 29.09.2011. Again, the petitioner has filed another mercy petition before the Government in the year 2013 and the same was also rejected, vide G.O.(2D)No.776 dated 20.12.2013. Yet another mercy petition filed by the petitioner in the year 2017 was also rejected vide G.O.(D)No.1082 dated 22.08.2017. After exhausting all these remedies, the petitioner has filed this writ petition in the year 2023, challenging all the above said proceedings including PR.No.96/91.

3.Since the issue has already been decided by the authorities in detail for several time, this Court is not inclined to entertain this writ petition on merits and this writ petition deserves to be dismissed on latches.
