Heard the learned counsel appearing for the writ petitioner and the learned Additional Government Pleader appearing for respondents 1 and 2.

2. The petitioner impeaches the validity of the document deed dated 19.01.2022. During the relevant time, the circulars issued by the IG of Registration held the field:

1. Letter No.41430/U1/2017, dated 31.07.2018

2. Letter No.41530/U1/2017, dated 21.12.2020

3. The first respondent is directed to hold an enquiry in the light of the aforesaid circulars and issue notice to the concerned authorities and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. This writ petition stands disposed of accordingly. No costs.
