This writ petitioner filed this Writ Petition seeking for issuance of a Writ of Certiorarified Mandamus calling for the records pertaining to the rejection order passed by the third respondent in C.No. 49/Forecast/E2 ps/dgl/2022 dated 05.12.2022 and quash the same as unconstitutional and illegal and consequently, directing the respondents to grant permission and necessary protection to conduct Christmas Events such "Kabadi Tournament" and "Children's Dance Competition" from 23.12.2022 to 25.12.2022 at A.Vellodu Village Ground, Dindigul District by considering the petitioner's representation dated 12.12.2022.
2. Mr.E.Antony Sahaya Prabahar, learned Additional Public Prosecutor takes notice for the respondents. By consent, this writ petition is taken up for final disposal at the admission stage itself. 2/6

The learned counsel appearing for the writ petitioner would submit that their earlier representation seeking permission for conducting Kabadi tournament and Children's dance competition was rejected vide order dated 05.12.2022 and that subsequently, both the rival groups have entered into a compromise and hence, the writ petitioner has again sent a representation dated 13.12.2022 to the respondents 1 and 3. But, the respondents 1 and 3 have not considered the said representation. Since no order was passed, the writ petitioner has come before this Court for the above said relief.
4. The learned Additional Public Prosecutor appearing for the respondents would submit that there were rival groups and both of them have not entered into a compromise to conduct Kabadi tournament and that is why, the earlier representation was rejected.
5. I have considered the submission of the learned counsel appearing for the writ petitioner and the learned Additional Public Prosecutor appearing for the respondents.
6. It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai had issued a circular memorandum in 3/6
Rc.007301/Genl.I (1)/2019 dated 09.04.2019 along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the third respondent is hereby directed to consider the representation of the writ petitioner dated 13.12.2022 and pass orders.
7. With the above directions, this Writ Petition stands disposed of. No cost.
