Heard the learned counsel on either side.

2.The first respondent is directed to consider the petition mentioned representation and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. Before passing final order, the first respondent shall put the interested persons on notice, if any. I make it clear that I have not gone into merits of the matter.
