Heard the learned counsel on either side.
2. The petitioner has preferred an appeal before the first respondent. The first respondent is directed to dispose of the same on merits and in accordance with law within a period of four months from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. It is for the first respondent to hear all the interested parties including the private respondents herein before passing final order. It is open to first respondent to pass order one way or the other. This writ petition is disposed of accordingly.
