Heard the learned counsel appearing for the writ petitioner and the learned Special Government Pleader appearing for respondents 1 to 4.
2. The writ petitioner challenges the recommendatory proceeding issued by the third respondent. It is only a recommendation and not a final order. A recommendation cannot violate or infringes anybody's rights. Only if the final order is passed, the petitioner can feel aggrieved.
3. Liberty is given to the petitioner to challenge the final order if it is adverse to him. With this liberty, this writ petition stands disposed of. No costs. Consequently, connected miscellaneous petition is closed.
