O R D E R

The Writ Petition is filed for the issuance of Writ of Certiorarified Mandamus challenging the impugned proceedings dated 11.09.2025 and consequently grant permission to conduct Kabadi Tournament on 20.09.2025 and 21.09.2025 at Ayyankovil Ground, Avaniyapuram, Madurai City.

2. The petitioner claiming be a member of the Kabadi Committee of his village in the name and style of 'AKV Avaniyapuram Ayyankovil Veerarkal Committee' sought for permission from the respondents to conduct the Kabadi Tournament.

By the impugned order, the request made by the petitioner was rejected on the ground that since 32 teams are participating and the petitioner has not stated as to how many players would participate and as to where they would stay and also if large number of persons are allowed to participate, it would create a traffic jam and law and order problem.

The learned counsel for the petitioner would submit that the petitioner is willing to abide by any condition and the sporting activity cannot be curtailed by the respondents and that the petitioner is also ready to furnish the details which are sought for by the respondents as stated in the impugned order.

5. The learned Additional Public Prosecutor would fairly submit that earlier, a similar request was considered by this Court and the petitioner may be directed to submit a fresh representation giving details of the number of participants and as to where they are likely to stay.

On an earlier occasion, this Court, had quashed a similar impugned order and directed the respondents to consider the fresh representation of the tournament organizers and grant permission by imposing such conditions that may be required to maintain law and order. Hence, in view of the said decision taken by this Court earlier in W.P.Crl(MD)No.337 of 2025 dated 30.06.2025, the impugned order rejecting the petitioner's request for conducting the Kabadi Tournament is set aside.

7. The petitioner shall submit a fresh representation furnishing the details as required by the respondents. On such representation, the respondents shall consider the same and grant permission subject to any condition that they deem fit to maintain law and order. 4/6

8. With the above observations, this Writ Petition is disposed of. No Costs.
