Heard the learned counsel on either side.
2.The prayer in the writ petition cannot be granted. The petitioner wants a transaction registered way back in the year 1981 to be cancelled. During the relevant time, the circulars that are now relied upon by the petitioner's counsel were not in force. On the strength of the subsequently issued circulars and amended provisions, the petitioner cannot seek cancellation. The petitioner is at liberty to move the jurisdictional civil court for relief. All the contentions of the petitioner's are left open. I have not gone into the merits of the matter. The writ petition stands disposed of. No costs.
