This writ petitioner filed this Writ Petition seeking for issuance of a Writ of Mandamus directing the respondents 1 to 3 to forbear the fourth respondent organization and its members from conducting the Kattapomman Nadagam on event of Mamannar Maruthu Pandiar Guru Poojai Vizha on 11.11.2023 by considering the petitioner's representation dated 08.11.2023.
2.Mr.R.M.Anbunithi, learned Additional Public Prosecutor (Crl. Side) takes notice for the respondents 1 to 3. By consent, this writ petition is taken up for final disposal at the admission stage itself. 3.The learned counsel appearing for the petitioner submitted that the petitioner belongs to Keelaparuthiyur Village. In his village, there 2/5
are 2 sangams namely 1.Mamannar Maruthu Pandiar Vishnu Peravai and 2.Mamannar Maruthu Pandiar Ilangnar Peravai. He further submitted that the fourth respondent's Sangam without discussing with the villagers, on their own decided to conduct Kattapomma Nadagam on event of the Mamannar Maruthu Pandiar Guru Poojai on 11.11.2023. The fourth respondent's sangam are creating social disharmony in his locality. Hence, the petitioner has sent a representation on 08.11.2023 to the respondents 1 to 3. Since no order was passed, the writ petitioner has come before this Court for the above said relief. 4.The learned Additional Public Prosecutor (Crl.Side) appearing for the respondents 1 to 3 submitted that because of some rivalry between the petitioner and the fourth respondent Sangam, the petitioner has sent a representation to the respondents 1 to 3. 5.The negative mandamus cannot be issued. If the petitioner got any grievance over the representation made by the fourth respondent, he can appear before the third respondent and make objections. 3/5
