[Order of the Court was made by The Hon'ble CHIEF JUSTICE] We have heard Mr.S.Satheesh Kumar, learned counsel appearing for the petitioner and Mr.P.Thilakkumar, learned Government Pleader appearing for the respondent Nos.1 to 4. 2.

The learned Government Pleader, on instructions, submits that the road has been laid and is opened in the subject place. 3.

The learned counsel for the petitioner submits that the instructions of the petitioner are otherwise. The road is not laid nor opened.

Be that as it may, the petitioner may file necessary application with the authority concerned. The authority concerned upon the receipt of the application of the petitioner, may conduct a survey and depending upon the report of the survey, he may take further steps.
