The respondent is directed to conclude the petition mentioned proceedings on merits and in accordance with law and pass final order within a period of twelve (12) weeks from the date of receipt of a copy of this order. The respondent shall put all the interested persons on notice before passing final order. I make it clear that I have not gone into the merits of the matter. It is open to the respondent to pass order one way or the other. This writ petition stands disposed of accordingly.
