This petition is filed to condone the delay of 458 days in filing the above Writ Appeal. 2.Heard the learned Additional Government Pleader for the petitioners and the learned counsel for the respondents 1 and 2. Though notice was served on the 3rd respondent, none appeared on his behalf.
