Heard both sides.

2. The impugned order is bereft of any reason. On this sole ground, it is quashed. The matter is remitted to the file of the respondent to pass order afresh on merits and in accordance with law. This shall be done within a period of four weeks from the date of receipt of a copy of this order.

3. The Writ Petition is allowed. No costs. Consequently, connected miscellaneous petition is closed.
