ORDER

This writ petition has been filed for the following relief : "directing the respondents herein to consider the petitioner's representation dated 07.07.2025 and 30.07.2025 and pass appropriate orders to issue B.B.A. Degree to the petitioner (distant education)."

2. The petitioner has joined B.B.A at the Institute of Distance Education, University of Madras in the academic year 2009-10 and has completed 1st year examination in May 2010 and 2nd year examination in May 2011. Due to her preparation for Tamil Nadu Public Service Examination and continuance of her marriage, she could not attend final year examination. In the year 2022, the University of Madras, Distance Education issued a notification stating that students enrolled under the Distance Education Programme who were unable to complete their course shall be permitted to appear for the examination upon payment of the prescribed penalty. Pursuant to the same, the petitioner has completed

the 3rd year examination in December 2022. She would submit that after completion of all 3 years examinations, the petitioner has applied for a degree certificate. Since there was no response, the petitioner submitted a representation on 07.07.2025 in person. While so, the staff members of the 1st and 2nd respondent office demanded the petitioner to surrender the mark sheet and contended that the petitioner should rewrite one of the papers, which the petitioner had already scored pass mark ie., 41 out of 100 in the year 2011. Despite the petitioner having clarified the same, they refused to issue the degree certificate. Once again, the petitioner had sent a representation dated 30.07.2025. Since there was no response, the petitioner is before this Court.

3. Heard the learned counsel for the petitioner. Despite issuance of notice to the respondents, they have not chosen to appear either through counsel or through person.

4. Without going into the merits of the case, this Court directs the respondents to consider the representations of the petitioner, dated

07.07.2025 and 30.07.2025 and pass orders in accordance with law, after affording an opportunity of personal hearing to the petitioner. The said exercise shall be completed within a period of one month from the date of receipt of copy of this order.

5. With the above directions, this Writ Petition stands disposed of. No costs.
