PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the second respondent to issue the Transfer Certificate, which was submitted to the second respondent at the time of admission by enabling the petitioner to pursue further studies. ORDER

The present writ petition has been filed seeking a mandamus as against the second respondent to issue Transfer Certificate to the writ petitioner.

2. As per the averments in the affidavit, the petitioner had joined the B.Des (Interior Designing) course in the academic year 2024-2025 and she discontinued the same on 18.06.2025. When the Transfer Certificate was requested from the second respondent College, it was not provided to her on the ground that the additional fees has to be paid by her. Pending writ petition, the petitioner has chosen to pay the fees demanded by the second respondent College and the Transfer Certificate and the Conduct Certificate have been produced by the learned counsel appearing for the second respondent before this Court. The Transfer Certificate and the Conduct Certificate are handed to the learned counsel appearing for the writ petitioner.
