Heard the learned counsel for the petitioner and the learned Additional Government Pleader for R1 to R3.

2. All that the petitioner seeks is disposal of the appeal pending on the file of the second respondent.

3. The second respondent is directed to dispose of the said appeal on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The second respondent will issue notice to all the interested parties. I make it clear that I have not gone into the merits of the matter.
