The order has merely recorded that steps may be taken to remove encroachment. There is no final determination on the issue as to whether the third respondent is an encroacher or not? It is open for the third respondent, the applicant herein to establish that he is not an encroacher. Therefore, there is no merits in this review application. It is therefore liable to be dismissed.
