ORDER

The petitioner had sent a representation on 19.11.2024 to the first respondent seeking permission and protection for 'Annadhana Festival' on the occasion of 'Thirukarthigai Pournami' on 13.12.2024 at Survey No.890/3, Melaradha Veethi, Thirupprankundram, Madurai District. Since the respondent police have not granted permission, the petitioner has filed this petition.

2.The learned Government Advocate (Crl.side) submitted that three parties are claiming the Administration control over the Kannappar Vakaiyara Uravinmurai Arakkattalai, in which, the petitioner sought permission to conduct 'Annathanam'. Since there are rival parties claiming right over the property sensing the law and order issue, the respondent police had referred the issue in CSR.Nos.178, 179 and 180 of 2024 and also MLR.191 of 2024, to the Revenue Divisional Officer, Thirumangalam, Madurai District, under Section 145 of Cr.P.C. The Revenue Divisional Officer had issued notice to three parties arraying Agroup party led by one Kalimuthu, B-group party led by one Kuppusamy and C-group party led by one Mookan. The petitioner belongs to C2/4

group party lead by one Mookan. Hence, the petitioner can very well approach the Revenue Divisional Officer to make his submission.

In view of the above, since the rival claim with regard to right over the property, in which the petitioner sought permission to conduct 'Annandhanam', the respondent police cannot grant permission, which might lead to law and order issue. Hence, this Court directs the petitioner to approach the Revenue Divisional Officer and get appropriate order.

4. With the above direction, this Writ Petition is disposed of. No costs.
