O R D E R
This writ petitioner filed this Writ Petition seeking for issuance of a Writ of Mandamus, directing the 3rd respondent to conduct enquiry and grant permission to the temple festival in the eve of Arulmigu Sree Muthalamman, Sree Periyar Karuppusamy Chinna Karuppusamy, Sree Panna Karuppusamy and Sree Nondichamy Temple scheduled to be held on 12.12.2023 in L.Valayappatti, Lingavadi Taluk, Dindigul District on the light of 2nd respondent proceedings in Na.Ka.No. 1575/2023/A1 dated 27.03.2023.
2. Mr.R.M.Anbunithi, learned Additional Public Prosecutor takes notice for the respondents 1 to 3. By consent, this writ petition is taken up for final disposal at the admission stage itself. 2/6

The learned counsel appearing for the writ petitioner submitted that festival for the temple, by name, "Arulmigu Sree Muthalamman, Sree Periyar Karuppusamy Chinna Karuppusamy, Sree Panna Karuppusamy and Sree Nondichamy Temple" is going to be held on 12.12.2023. They sought permission of the Police by giving a representation dated 10.11.2023. But, the third respondent has not considered the said representation. Hence, the writ petitioner has come before this Court for the above said relief.

The learned Additional Public Prosecutor appearing for the respondents 1 to 3 would submit that if a joint representation is made by the petitioner and the private respondents in pursuant to Peace Committee Meeting, then the Police has no objection for granting permission to conduct temple festival submitted further that the third respondent has received the representation of the writ petitioner.
5. I have considered the submission of the learned counsel appearing for the writ petitioner and the learned Additional Public Prosecutor appearing for the respondents 1 to 3. 3/6

It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai had issued a circular memorandum in Rc.007301/Genl.I (1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting temple festival. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the petitioner and the private respondents are directed to file a fresh joint representation in pursuant to the Peace Committee Meeting, dated 27.03.2003 and on receipt of the same, the third respondent is directed to consider the joint representation and pass suitable orders based on the above said circular, in the light of the above submission made by the learned Additional Public Prosecutor.
7. With the above direction, this writ petition stands disposed of. No costs.
