3 and quash the same as illegal and consequently for a direction, directing the Respondent to remove the petitioner name from black list within the time period stipulated by this Court. Prayer in W.P(MD)No.27491 of 2025: Writ Petition filed under Article 226 of the Constitution of India, praying for issuance of Writ of Certiorarified Mandamus, to call for the records pertaining to the Impugned Order in Na.Ka.No.D/252/24 dated 05.05.2025 on the file of the Respondent No.3 and quash the same as illegal and consequently for a direction, directing the Respondent to remove the petitioner name from black list within the time period stipulated by this Court.

Prayer in W.P(MD)No.27492 of 2025: Writ Petition filed under Article 226 of the Constitution of India, praying for issuance of Writ of Certiorarified Mandamus, to call for the records pertaining to the Impugned Order in Na.Ka.No.Va/44/24 dated 05.05.2025 on the file of the Respondent No.3 and quash the same as illegal and consequently for a direction, directing the Respondent to remove the petitioner name from black list within the time period stipulated by this Court. For Petitioner : Mr.J.Pandidorai For R1 : Mr.D.Sasikumar Additional Government Pleader For R2 & R3 : Mr.P.Thilak Kumar Standing Counsel COMMON ORDER These writ petitions are filed to quash the orders, dated 05.05.2025 on the file of the Respondent No.3 and quash the same as illegal and consequently for a direction, directing the Respondent to remove the petitioner name from black list within the time period stipulated by this Court.

2. The case of the petitioner is that the orders black listing the petitioner for a period of 3 years from the list of Arasu Rubber

Corporation Limited, dated 05.05.2025 have been passed without any notice to the petitioner and the same is a non-speaking order.

3. Therefore, considering the fact that no opportunity has been given to the petitioner to explain his stand and as the impugned orders are violative of principles of natural justice, the same are set aside and the matter is remitted back to the file of the 3rd respondent and the 3rd respondent is directed to issue notice and after affording an opportunity of personal hearing to the petitioner to submit his objections, shall pass appropriate orders, within a period of three (3) months from the date of receipt of copy of this order.

4. In view of the above, all the Writ Petitions stand disposed of. No costs. Consequently, connected Miscellaneous Petitions are closed. 16.10.2025 NCC : Yes/No Index : Yes/No Internet : Yes gbg
