ORDER

This writ petition has been filed seeking for issuance of writ of mandamus directing the first respondent to issue the legal heir certificate of the petitioner's father, namely, Dasan, by considering his representation dated 04.09.2025.

2. It is the case of the petitioner that his father, namely, Dasan, passed away on 08.03.2025. The legal heirs of the deceased Dasan are (i) Mariakkanmani, Paneerselvam(deceased), Jesurajan(petitioner herein), Mary, Maria Stepan and Mariaseeli. The said Paneerselvem passed away ten years ago. It is the grievance of the petitioner that since the wife of the predeceased, Paneerselvam, is refusing to co-operate with the petitioner, the petitioner is unable to upload the online application to obtain legal heir certificate of his deceased father, Dasan. Hence, this petition.

3. Considering the facts and circumstances of the case, this Court directs the petitioner to submit the application in-person before the first respondent. On such application being received, the first respondent is directed to consider the same (manual application) and pass appropriate orders, after issuing notice to the

legal representatives of the deceased Paneerselvam as well as the legal heirs of the deceased, Dasan. The said exercise shall be completed within two months from the date of receipt of a manual application from the petitioner.
